the articles of confederation of new england confederation of 1643 contained clause provided return of fugitive slaves. however, referred confederation of colonies of massachusetts, plymouth, connecticut , new haven, , unrelated articles of confederation of united states formed after declaration of independence. both africans , native americans slaves in new england colonies in 18th century. articles new england confederation provided return of slaves in section 8:



it agreed if servant run away master other of these confederated jurisdictions, in such case, upon certificate of 1 magistrate in jurisdiction out of said servant fled, or upon other due proof; said servant shall delivered, either master, or other pursues , brings such certificate or proof.

serious attempts @ formulating uniform policy recapture of escaped slaves began under articles of confederation of united states in 1785.
