in september 1991 norac left police force , moved gospić, took part in assault against local serbs , yugoslav people s army (jna) units. town surrounded 3 sides. jna barracks, stanko opsenica (with around 70 officers , 200 soldiers, plus numerous serbian paramilitaries trapped inside. after 4 days of siege, led norac, jna surrendered barracks.


in mid-september 1991 norac appointed commander of 118th brigade of croatian army. 1 month later took part in event known gospić massacre when between 100-120 local serbs murdered men under command. norac became youngest colonel of croatian army, , appointed commander of 118th brigade of croatian army.
