rufus king s failed resolution re-implement slavery prohibition in ordinance of 1784.


this removed prior final enactment of ordinance on 23 april 1784. however, issue did not die there, , on 6 april 1785 rufus king introduced resolution re-implement slavery prohibition in 1784 ordinance, containing fugitive slave provision in hope reduce opposition objective of resolution. resolution contained phrase:



provided always, upon escape of person of states described in said resolve of congress of 23d day of april, 1784, whom labor or service lawfully claimed in 1 of thirteen original states, such fugitive may lawfully reclaimed , carried person claiming labor or service aforesaid, resolve notwithstanding.



the unsuccessful resolution first attempt include fugitive slave provision in u.s. legislation.


while original 1784 ordinance applied u.s. territory not part of existing state (and thus, future states), 1787 ordinance applied northwest territory.
