kenneth t. burgess school teacher in toronto before moving peterborough , creator of self-help teaching service. perennial candidate, having run public office on @ least 6 occasions. died in may 2001.


he took peterborough county school board court in 1989, after board appointed unelected replacement fill vacancy. argued either by-election should have been called, or should have been appointed runner-up candidate last board election. (the chair of board responded appointment of applicant appropriate , by-election have been extremely expensive. ) burgess later convicted of forging of signatures on nomination papers when ran school trustee again in 1991 municipal election. because of conviction, barred running mayor of peterborough in 1997.

kirchner 28 years old @ time of election, lifelong windsor resident, , chrysler worker. on announcing candidacy, promised bring more democracy political system if elected. kirchner advocated expanding public health care system cover dental care, prescription drugs , eyeglasses. denied being radical in views, , claimed entered race out of frustration ontario s partisan system. (windsor star, 19 may 1999) received 263 votes (0.68%), finishing fifth out of 6 candidates. winner dwight duncan of ontario liberal party.
