waterspouts exist on microscale. while waterspouts strong (tornadic) land-based counterparts, weaker , caused different atmospheric dynamics. develop in moisture-laden environments little vertical wind shear along lines of convergence, such land breezes, lines of frictional convergence nearby landmasses, or surface troughs. parent cloud can innocuous moderate cumulus, or significant thunderstorm. waterspouts develop parent clouds in process of development, , theorized spin move surface boundary horizontal wind shear near surface, , stretch upwards cloud once low level shear vortex aligns developing cumulus or thunderstorm. weak tornadoes, known landspouts, across eastern colorado have been witnessed develop in similar manner. outbreak occurred in great lakes in late september , october 2003 along lake effect band. september peak month of landspout , waterspout occurrence around florida , waterspout occurrence around great lakes.
