a further result of ec delegation s mission talks attended representatives of ec, croatia, slovenia, serbia , yugoslav government. talks held @ brijuni islands on 7 july. besides ec delegation, headed van den broek, 5 out of 8 members of federal presidency attended talks—mesić, bogić bogićević, janez drnovšek, branko kostić , vasil tupurkovski. yugoslav federal prime minister ante marković present, yugoslav federal foreign minister budimir lončar, interior minister petar gračanin , deputy defence minister vice admiral stane brovet. croatia represented president franjo tuđman while president milan kučan attended on behalf of slovenia. serbia represented borisav jović, former serbian member of federal presidency had resigned position on 15 june, instead of milošević refused attend. starting @ 8 am, ec delegation held separate talks kučan , assistants, tuđman , assistants, , jović. in afternoon, plenary meeting held federal, slovene , croatian delegations in attendance, while jović reportedly left dissatisfied talks.


the agreement prepared @ ec council of ministers in hague on 5 july. consisted of joint declaration, , 2 annexes detailing creation of environment suitable further political negotiations , guidelines observer mission yugoslavia. agreement, became known brioni declaration or brioni agreement, required jna , tds return bases, , stipulated slovene officials control slovenia s borders alone , both slovenia , croatia suspend activities stemming declarations of independence 3 months. observer mission set out brioni agreement materialised european community monitor mission (ecmm) tasked monitoring disengagement of jna , tds in slovenia, , withdrawal of jna slovenia.
